How to remedy a Premium Messaging block?

To have a Premium Messaging Block removed so that an end-user can receive messages, the end-user will need to contact their wireless carrier.  They will need to request that the premium messaging block be removed from their account.

Once that is completed, the end-user will need to contact 2sms to ensure that the block has in fact been removed.
